Allow eval-ing named character literals

* lisp/progmodes/elisp-mode.el (elisp--preceding-sexp): Skip over
named character literals.
* test/lisp/progmodes/elisp-mode-tests.el
(elisp--preceding-sexp--char-name): Add test for skipping over
named character literals (bug#23354).
